For all the talk of improving ties with Japan under South Korean President Yoon Suk-yeol, ghosts of the past continue to haunt those efforts. There are renewed accusations that Japan is refusing to confront its colonial era abuses by failing to tell the full story of Battleship Island, which was listed as a UNESCO World Heritage Site seven years ago. The Yoon administration is launching a government-private consultative body to resolve longstanding diplomatic and legal rows with Tokyo and Japanese companies. But can Seoul and Tokyo effectively deal with past and future issues simultaneously?
